In terms of U.S. Federal Procurement preference goaling regulations, a Veteran-Owned Small Business Concern is recognized as a distinct and separate category from a Service-Disabled Veteran-Owned Small Business Concern. Kathleen Schietroma, President and owner of ShearSpire, Inc., qualifies as a veteran as defined in sections 101(2) and 101(16) of title 38, United States Code. Department of Veterans Affairs official supporting documentation for Dr. Schietroma is available from ShearSpire, Inc., upon request.
Dr. Schietroma holds a 51% ownership interest in ShearSpire, Inc. and therefore satisfies the small business ownership requirement. In addition, in her position as President of ShearSpire, Inc., Dr. Schietroma manages the daily business of the company, thereby satisfying the business control requirement.
As such, ShearSpire, Inc. qualifies as a small business concern owned and controlled by a veteran under the "Veterans Act" of the Department of Veterans Affairs Center for Veterans Enterprise.
